Hemel Garden Communities Reaches a Landmark Moment

Hemel Garden Communities has marked a significant milestone following submission of the first planning application for new development. On 4 December, The Crown Estate submitted proposals for up to 4,000 homes alongside a major new employment district, located to the east of Hemel Hempstead. The application covers areas in both St Albans and Dacorum, with most of the development in St Albans. It has been submitted to both Councils and each will decide on its own part, after public consultation and a full review of the plans.


Hemel Garden Communities is a forward-thinking programme designed to transform the area in and around Hemel Hempstead by 2050. The ambitious initiative is being delivered through a unique collaboration between Dacorum Borough Council, St Albans City and District Council, Hertfordshire County Council, Hertfordshire Futures, and Herts IQ. Supported by Homes England, the programme champions Garden City principles to deliver high-quality communities, blending innovation, sustainability, and quality of life. It aims to support the delivery of much-needed housing, but also essential infrastructure, employment opportunities, and high-quality local amenities to the benefit of both new and existing communities.


The Crown Estate’s East Hemel development forms part of the Hemel Garden Communities vision to deliver up to 11,000 new homes by 2050. The proposals would deliver new neighbourhoods, including a significant number of affordable homes, modern healthcare facilities, new schools, and communal spaces. Key features also include enhanced transport links, extensive green spaces, and a 63-hectare country park.
