Developers Pre-Planning Application Engagement
Hemel Garden Communities is engaging with developers in the eastern and northern areas of Hemel Hempstead. There are a number of land owners in the development area, the largest being The Crown Estate.
The Crown Estate will hold some further pre-submission information events in November 2025 . These events are for information purposes, to share what is being submitted and what happens next.

- Wednesday 26th November, 18:00 - 20:00, Redbourn Village Hall, 63 High Street, Redbourn, AL3 7LW
- Thursday 27th November, 12:00 - 14:00, Adeyfield Free Church, Maylands Plaza, HP2 4GZ
- Thursday 27th November, 18:00 - 20:00, Holtsmere End Junior School, Shenley Rd, HP2 7JZ
At the community event you will be able to:
- View a guide to the application to understand what’s included
- Learn how community engagement has informed the submitted material
- Understand the next steps in the planning and decision-making process
- Find out where you can view the planning application and make comments
during the statutory consultation process
Pigeon and Bloor Homes ran their Phase 1 engagement for North Hemel during June / July 2025. Their phase 2 engagement ran online from mid September to mid October 2025. To view the feedback, please view the North Hemel website below.
